- When the page is zoomed and content is reflowed, the ReachDeck toolbar can obscure content. This fails WCAG 2.2 success criterion 1.4.10 (Reflow).
Why we are not fixing this: The ReachDeck toolbar is a legacy, third-party application that is no longer actively updated by its provider. Because we cannot alter the third-party code, we are unable to resolve this reflow issue. Users who rely on high zoom levels may prefer to close the ReachDeck toolbar and utilize native browser reading tools or their own assistive technologies.

- The heading structure on some pages is incorrect, making it harder for screen reader users to bypass blocks of content. This fails WCAG 2.2 success criterion 2.4.1 (Bypass Blocks).
